i have a list with about 200 boss 351 serial numbers , i dont have this number listed , it could still be a boss 351 , you can call marti auto works with the cars serial number ( in this case it would be 1F02R213971) I have personally verified 5 boss 351 blocks this way , but only got 3 bought 2 guys back out on me.
the only bad thing its will cost you about $20 to $30 to have marti verify it. basically you order the cheap report from them you need the whole serial number if serial number matches you got a boss 351 block if the serial  number on the block was stamped by ford, and if the number 213971 does not come out as a boss 351
marti cant do a report on it. good luck and lets us know what you find out
